- Department of Environmental Protection to Contimue Carrying out Pilot Work of Atmospheric Mercury Emission from Coal-fired Power Plants Monitoring Notification
- In order to better carry out the further experimental work for atmospheric mercury pollution control in coal-fired power plant, providing basic data for the mercury pollution prevention in China, the department will continues to organize monitoring experimental work of atmospheric mercury emissions from coal-fired power plant in 2012. Please do the related work of the Environmental Protection Department (Bureau) and power groups which are participating in the pilot project, specific matters as following:1. In accordance with the requirements of “the program of atmospheric mercury emissions monitoring pilot work from coal-fired power plant” (environmental protection office letter (2011) No. 442), all environmental protection Office (Council) which are participating in the pilot work continues to organize provincial-level environment monitoring Center (station) to carry out manual full diameter monitor monthly for the coal-fired power plants in the area from Feb to Jun in 2012. And carry out the contrast monitor for flue gas mercury emissions continuous monitoring system (mercury CEMS) which has completed for installation, debugging and acceptance.2. All power groups should be completed for mercury CEMS installation, debugging and acceptance as soon as possible, and guarantee normal and stable operation. At the same time, actively cooperate with manual monitoring from provincial-level environmental monitoring station and the contrast monitoring of mercury CEMS, to guarantee the section opening and monitoring platform compliance with the requirement of monitoring technical.3. Power group should organize the pilot coal-fired power plants to submit the flue gas mercury CEMS hours mean data, quality control data and production condition data to the provincial-level environmental monitoring station in which the coal-fired power plant existed within five days after each month end from Feb to Dec.All environmental protection Office (Council) should submit the pilot monitoring reports to relevant Environmental Protection Department within ten days after each month end, and submit the manual full diameter monitor data, the contrast monitor data of mercury CEMS (the manual monitor data do not to submit after five times monitoring), flue gas mercury CEMS hours mean data and production condition data from coal-fired power plants, and copy to China environment monitoring terminus, the electronic version sent to electronic mailbox: wry@cnemc.cn. Please see the specific data and format in attachment. In accordance with the data table format to serious fill the relevant information and monitoring data, and it is not allowed to change the data format or deletion of the data column.China national environmental monitoring centre should submit the flue gas mercury monitor points’ monthly reports to SEPA within twenty days after each month end from Feb to Jun in 2012, SEPA will inform the monitor points situation in due time.4. In July 2012, Pilots Environmental Protection Department (Bureau) and power groups summarize monitoring pilot work, format the summary of the monitor pilot work in coal-fired power plants, and submit to environmental protection monitoring department.5. Pilot Environmental Protection Departments (bureaus) necessary to strengthen the monitoring capacity, coordinate the local financial sector, arrange the funds from the special fund for heavy metals prevention and control and the other fund channels, strengthen the provincial-level environmental monitoring center (station) capacity-building for monitoring of atmospheric mercury emissions manual pilot, satisfy the work requires of manual monitoring of atmospheric mercury as soon as possible.
