Until the end of “twelfth five year plan” reduce the 50% of heavy metal discharge in Xiang River.

The plan has strict standard in pollutant discharge.

The plan require department of environmental conservation cooperate with related departments, establish Examining Methods in heavy metal pollution treatment, definite duty of different departments. Ask for result of heavy metal pollution treatment becoming one of the overall merit in local government, and as part of the evaluation of local cadre and industrial principal.

The superintendent said, local government is the main implementator, Urge the local cadre to execute the plan and bring into local develop plan.

Close down the factories build in water sources, shutout and overhauling those factories’ pollution treatment facilities are not working properly and over discharge pollutants. Shutout the companies who have severe environmental safety problem, Close down companies who still disqualified environmental standard after overhauling. And suspend companies with environmental problems going public.

Secondly, Prevention from the sources, strict entrance in pollution industry. Adjust protection distance for heavy metal industry, prohibit new project build in zoology area and area already disqualified the environmental standard. Plan well in heavy metal industry and impact to environment, optimize standard law system, and use it as premise of examine and approve for pollution industry entrance.
