System overview

In order to strengthen the environmental protection departments enforcement and improve the field monitoring ability to cope with major pollution incidents, this system makes good use of GIS and GPRS wireless network technologies to relate the monitoring commanding centre to the field enforcement personnel who reports the field situation to the command centre on a timely and accurate basis; and the command centre makes decision and gives enforcement direction based upon the feedback information.

Through the construction of this system, the environmental management department of supervision, monitoring center, command center and other departments are linked together to complete the environmental enforcement, and the system could change the current application status of "failing to share field information and failing to communicate on time between the departments".

System Functions

Relying on advanced wireless technical means such as GPS, PDA, GPRS and more, the Environmental Supervision Mobile Enforcement System provides the supervisory car, mobile video, mobile monitoring and enforcement system based on PDA.

The supervisory car management manages all vehicles of the environmental monitoring departments, and provides aided decision-making information which combined with GIS spatial analysis and enforcement management, etc.

Mobile video is a video device which is mounted on the enforcement vehicle. The system can directly get the enforcement field’s video scenes from the enforcement vehicle. And also the system could integrate with the video monitoring system.

Mobile monitoring configures the water quality monitoring device, radiation monitoring device, etc. on the supervisory vehicle; transmits the field data to the monitoring centre via wireless transmission technology; integrates the mobile monitoring with the on-line monitoring system; and provides monitoring data for environment assessment, pollution early warning and emergency commanding.

As a basic platform for the interaction between the field and the command centre, the PDA enforcement system can make the on-site enforcement personnel communicate with the command centre, so that he could report the handling results and execute the instructions from the command centre in time.
