System Overview
The Huali environmental monitoring operation management and data maintenance system adopts a three-layer CLIENT/SERVER network architecture, integrates current, advanced computer technology, communication technology, computer telecommunication integration (CTI) technology, mass digital storage technology, massive information distribution technology, heterogeneous system information exchange technology, INTERNET network technology and safety fault-tolerant technology, and closely combines with the existing technical systems (such as the GIS (geographic information system) system, MIS system and office automation system) of the Environmental Protection Bureau. The system can provide the Environmental Protection Bureau with multiple access means such as telephone, fax, E-mail, internet, mobile phone, short message and internet phone through INTERNET, file data import and other related work so as to receive real-time pollution index values such as PH values and fume concentrations as well as ammonia and nitrogen concentrations fed back from monitoring points, and to perform real-time recording of them or forward them to the treatment department of the Environmental Protection Bureau for treatment. At the same time, a real-time updating of the data in the database can be implemented according to the treatment conditions, so as to achieve a closed loop of service.
The Huali environmental monitoring operation management and data maintenance system software is a set of software with high performance and high reliability which is specially designed by considering characteristics of environmental protection industry information platforms. It realizes integrated management at different levels from the enterprise terminal and the monitoring station of the Environmental Protection Bureau and the machine house of the Environmental Protection Bureau. The system mainly includes five aspects, which are application, database, network, system and internet, and are composed of hardware devices such as application server, database server, operation server, subsystem of service gateway and subsystem of communication gateway as well as application software. The system has functions such as automatic data receiving service, manual data updating service, consultation of articles for related environmental protection laws, environmental knowledge/policy promotion, verification of environment pollution data, queries on an enterprise’s historic data, information survey, internet service, management personnel’s query of the enterprise’s pollution condition, analysis of related data from the enterprise’s environmental protection, and combines the graphical management and monitoring interface to enable the Environmental Protection Bureau to monitor the pollution to the environment caused by the enterprise anywhere and anytime by using various communication tools nearby. It can provide the Environmental Protection Bureau with easy and convenient 24-hour service.
The system realizes functions such as data receiving, real-time storage of data, query applications, creation of data sources, maintenance of data sources, security logs, user management, authority management, configuration export and result processing of the data maintenance and query system of the conventional information management platform. In addition, it also adds night mode, so that the system can switch into night mode automatically when nobody is on duty at night. Under night mode, the system will automatically forward information from out-of-limit data to the designated working group or designated telephone and mobile phone. Meanwhile, it also adds an E-mail service function, which will send the out-of-limit information to an E-mail when the designated working group or designated telephone or mobile phone are busy, so as to prevent the information from being missed.
