System Overview
The Flood Disaster Warning System mainly focuses on three aspects: monitoring, early warning and response. Integrating data acquisition, transmission and analysis,the water rainfall regime monitoring system is combined together with the early warning and response subsystem to realize automatic and modernized water situation reporting and flood resistant dispatching. The system can improve the advancement of flood control and drought relief command means, effectively enhance the ability of regional resistance to natural disasters and minimize the personal injury and property damage caused by mountain torrent disasters.
System Principles
The system mainly includes water rainfall regime monitoring, early warning, forecasting and decision-making, GIS information and other subsystems.
The water rainfall regime monitoring subsystem mainly comprises water rainfall regime monitoring station arrangement, information acquisition, information transmission communication networking and configuration of equipment and facilities; the early warning subsystem consists of a platform-based mountain torrent disaster prevention subsystem and mass prediction and disaster prevention early warning subsystem of mountain torrent disasters.
The construction of the system fully reflects the combination of centralized and distributed layout. The centralized type means the construction of a relatively concentrated GIS platform to integrate related geographic information, guarantee the consistency of operation, develop corresponding specialized application functions and unify major applications and technical standards. Distributed type means the development of characteristic information management service, information issuing service and decision analysis service according to the different application functions of various professional subsystems. In the main platform of the system, the various subsystems are integrated to provide an overall multi-functional service application service system.
